Eligibility
The Pennsylvania Higher Education Assistance Agency's (PHEAA) Keystone Student Loan's Scholarship Sweepstakes (the sweepstakes), which is being administered by and in collaboration with Entech, is open to all legal residents of the states of Delaware, Maryland, New Jersey, Ohio, Pennsylvania, Virginia, and West Virginia. Entrants must be a citizen or permanent resident of the United States.
Winners must be enrolled, or plan to be enrolled, as a "College Student" (undergraduate or graduate student at a federally approved educational institution under Title IV of the Higher Education Act of 1965) during the 2025-26 school year, or the parent, grandparent, or legal guardian of a College Student as previously outlined. The enrollment status of the College Student will be verified with the educational institution prior to disbursement of any prize. PHEAA's inability to verify enrollment will be grounds for ineligibility.
NOTE: Employees of PHEAA, Entech, and their immediate relatives (spouses, parents, children, stepchildren, grandchildren, or step-grandchildren) and other household members are not eligible to win.
Sponsor
PHEAA is the primary sponsor of this sweepstakes. PHEAA is located at 1200 North Seventh Street, Harrisburg, PA 17102-1444. Entech is located at P.O. Box 1000, Chester, PA 19016.
Sweepstakes Period
The sweepstakes will run from June 5, 2025, at 12:00:00 AM (ET) and run through December 15, 2025, at 11:59:59 PM (ET). Any entries received outside of the sweepstakes time window will be considered void and will not be included in the sweepstakes drawing.
How to Enter
Entry into the sweepstakes will only be taken electronically via an online form that can be accessed from keystonestudentloans.org/ss.
Only one entry per person, per email address shall be permitted. Any duplicate entries will be discarded.
Official Rules
At the time of entering the sweepstakes, the entrant also opts into receiving email communications from PHEAA about its products and services. Entrants also agree (should they be drawn as a winner) to having their first name, first initial of their last name, and college or university used in PHEAA's marketing materials, including but not limited to social media, website, press releases, and any and all other types of physical or electronic publications. Winners may also supply a photo to be used for marketing purposes, but this is not required.
Participation in the sweepstakes constitutes the entrant's full and unconditional agreement to, and acceptance of, these Official Rules and all decisions of PHEAA related to the sweepstakes.
Consumer Disclosure
Prizes
Each prize consists of 1 scholarship, to be applied to enrollment costs for the 2025-26 school year. Each individual prize/scholarship won is worth $2,500.00. There will be 9 winners in Drawing One, and 3 winners in Drawing Two (drawing dates and specifics at right), for a total of 12 winners through the duration of the sweepstakes. The total value of all prizes is $30,000. Winners are responsible for the payment of any taxes, fees, fines, or other monies due on the prizes. Each individual scholarship may not be split or divided between more than 1 College Student. Winners may not win more than 1 scholarship and are removed from further drawings once they have won.
Prize Drawing
Prizes will be selected by random drawing, conducted by PHEAA, and overseen by impartial observers. The odds of winning any prize shall be based on the number of entrants. There will be a total of two drawings:
- "Drawing One" will occur on or around August 15, 2025, at which time 9 winners will be selected.
- "Drawing Two" will occur on or around December 15, 2025, at which time an additional 3 winners will be selected.
Winner Notification
Winners will be notified at the phone number and email address provided on their entry form within 72 hours of the monthly drawings. Eligibility will be verified prior to distribution of any prize. Prizes are not transferable, and no substitutions or modifications are permitted, except as described below.
Prize winners must be eligible at the time the prize is awarded or must be eligible at the start of their school's 2025-26 academic year and must still agree with the Official Rules. PHEAA must receive acknowledgement from chosen winners within 14 calendar days of PHEAA providing notice of their prize. Once a winner has acknowledged outreach regarding the prize, they are required to submit proof of enrollment, which may include a tuition bill, course schedule, or enrollment letter as well as their school's Office of Postsecondary Education (OE) identification number. PHEAA will then contact their school's financial aid department directly to send a check for the student's educational costs. Such check will be made co-payable to both the school and the winning student and will require their joint endorsement. If the prize winner is found to be ineligible, no longer agrees with the Official Rules, or the prize winner does not respond to PHEAA within 14 calendar days of being notified of winning the prize, the prize and all rights to it will be forfeited. It may be re-awarded to another eligible participant at PHEAA's discretion.
General Conditions
PHEAA reserves the right to cancel, suspend, and/or modify the sweepstakes if any fraud, technical failures, human error (PHEAA's or otherwise), or any other factor impairs the integrity or proper functioning of the sweepstakes, or any event or cause beyond PHEAA's control (for example, events such as natural calamities, national emergencies, wide spread illnesses, declarations of war, acts of God, or acts of terrorism) interferes with any aspect of the sweepstakes, including but not limited to fulfillment of the prizes, as determined by PHEAA in its sole discretion.
If any person, including any participant in the sweepstakes, is found to have tampered with the entry process, selection process, operation of the sweepstakes, or acts in violation of the Official Rules, PHEAA may, in its sole discretion, disqualify any such person from participation in the sweepstakes and any future promotion or event sponsored by PHEAA.
Release of Liability
Neither PHEAA nor Entech shall be liable for any loss, injury, or damages, whether special, direct, indirect, incidental, or consequential, including but not limited to, loss of revenues, opportunities, profits, or data, whether arising from or related to any action in contract, negligence, tort, or otherwise, which may result from participation in the sweepstakes, even if PHEAA is aware of the possibility of such damages.
Disputes
Any disputes related to or arising from participation in the sweepstakes shall be governed by and construed in accordance with the laws of the Commonwealth of Pennsylvania, without regard to the conflict of laws thereof, and the laws of the United States of America. The venue for any proceeding regarding the sweepstakes shall be in a court with competent jurisdiction over PHEAA in Dauphin County, Pennsylvania.
PHEAA and Entech reserve the right to enforce these Official Rules and any failure to enforce these Official Rules does not constitute a waiver of either PHEAA's or Entech's rights under criminal or civil law.
Privacy
Information collected from entrants is subject to PHEAA's privacy policy.
Winners List & Official Rules
To obtain a list of sweepstakes winners or to receive a copy of these Official Rules, contact PHEAA at opi@pheaa.org or visit keystonestudentloans.org/ssor. The subject line must include "Attn: Scholarship Sweepstakes." All requests for a copy of the Official Rules must be received by December 15, 2025, to be fulfilled.
No later than 90 days after all winners are selected, a listing of winners will be published on keystonestudentloans.org.
